A state can not conduct its business in a vast variety of dialects; but when a quarter of the inhabitants now not has the power to communicate with the state in its own tongue, and thus a large portion can no longer communicate with the state at all, the truth is now not one in all pragmatism but of a deliberate denial of civil rights.
